DEVELOPMENT BACKGROUND

The proposed development will be brought forward on an allocated site in the adopted South Worcestershire Development Plan. The Site forms Site Ref: SWDP59/19 and is identified as a proposed development allocation within the defined Development Boundary for Broadway.  The site is also proposed for housing within the emerging South Worcestershire Development Plan Review and Broadway Neighbourhood Plan.  The adopted and emerging South Worcestershire Development Plan, along with the adopted Broadway Neighbourhood Plan can be viewed on the Council’s website.

The Site

The proposed development extends over an area of 8.4 hectares and is located on the south side of Station Road. It currently comprises undeveloped greenfield land in part, with the south eastern part of the site currently in use as sports pitches by Broadway Football Club.

Development Proposals

The initial layout proposals have evolved following dialogue with Wychavon District Council Officers as well as key stakeholders and community groups, including Broadway Football Club.

 

The current layout proposals incorporate key design requirements to meet with local planning policy provisions in relation to housing density, the provision of 40% affordable homes and the delivery of green infrastructure and public open space, whilst also ensuring mandatory national planning policy and design requirements are met.  This includes the delivery of 10% Biodiversity Net Gain, in addition to the provision of energy efficient homes.

 

The site has the ability to bring forward 114 new homes as part of a residential led development which will also enable the delivery of new and improved sports facilities, replacing existing facilities at Milestone Ground.

 

The proposed residential development covers an approximate area of 3.9 hectares of the entire 8.4 hectare site. Total green infrastructure extends to 4.2 hectares which includes all grassed playing pitches but excludes the proposed 3G pitch.  The remaining area comprises the proposed clubhouse, carparking and associated hard and soft landscaping. The residential development will be built at a density of 29 dwellings per hectare, in line with local policy and having regard to the site’s existing residential and landscape context, as well as the site’s setting adjacent to Broadway Conservation Area and near the Cotswolds National Landscape.

In addition to the delivery of new homes, the proposed development will enable the provision of replacement sports pitches, including full size floodlight 3G sports pitch and three grass pitches to accommodate a range of sporting requirements, as well as a new clubhouse to meet the needs of Broadway Football Club.

 

The main site access is proposed from the north western part of the Site off Station Road, to serve the residential development proposed, whilst the playing pitches and clubhouse facilities would be accessed from Childswickham Road consistent with the existing access arrangements.  The development will also deliver improved access, connecting existing and proposed homes to the immediately surrounding area, with pedestrian and cycle links within the Site itself and to the wider Broadway location.

 

The Site would also provide a number of green spaces, with trees and hedgerows retained where possible.  The planting of additional trees and native hedgerow as part of a carefully considered landscaping scheme will strengthen existing planting at the boundaries of the site and in particular alongside Station Road and Broadway Gravel Pit Local Wildlife Site.  Landscaping proposals for the site will form part of integrated ecological enhancements throughout the development.  In addition to on site habitats, the proposed development will also contribute positively towards ecological enhancements within the local area in dialogue with Wychavon District Council.

The proposals have been supported by a range of technical specialisms, informing the details of the current layout.  This includes a carefully considered drainage strategy for the site.  The proposals incorporate an attenuation basin to the northwest corner of the site immediately adjacent the Broadway Gravel Pit wildlife site along with a linear swale running between the proposed residential development and playing pitches. These green drainage features not only form part of a wider surface water drainage strategy but help to create new habitats on site for fauna and flora. A new community orchard is planned to further boost biodiversity gain as part of the proposed development.

 

Supporting technical documents will accompany the application submission and will be available for members of the public to view on the Council’s website in due course.
